Updating XML file through DOM parser

It's not as hard to get Apache/MySQL running as you think. Get wampserver. Put the HTML page in /wamp/www/. Access it by going to http://127.0.0.1/{PAGE_NAME}. You'll be up and running in about 5 minutes.
