Available (free) champions rotate every week, so try out interesting looking ones and buy them if you like them.
If you're above level 20, consider getting common runes and setting up some cookie-cutter rune pages (http://solomid.net/guides.php?g=5693). Don't worry about runes below level 20.
Skins are indeed "useless" (but often awesome) and can't be bought with IP anyway. I can't imagine playing Corki riding on anything other than a spatula throwing manatee.
