It's not like the point of the build is to do massive dps with quick autoattacks. Riven just hits you with like 600 autos late game. Might as well take IE instead of a nearly pointless 3rd BT for the chance at almost triple damage on a given auto.
And mallet would have been trash to get last. Riven doesn't need the slow at all and she's tanky enough with her ad scaling shield and GA.
What WOULD be wrong is going for IE first every game as your core, because BT gives so much more that you need early on.
