They may do what they did for hyper rocks and pendant expansions. Have it as event item to see how many people buy it and if it is profitable for them to keep it in the cash shop for a perma addition. I guess they do the "event" only items to test the waters before actually making it a perm addition to the cash shop. Such as hyper rocks and pendant expansions. However, they could be stupid and just take it out after the event like they did with the hour glass :/
