I'd say buy it yourself, unless you can be sure that whoever would be getting it for your birthday can actually get their hands on the game. It'll probably be a (very) low print run, and with Tales of the Abyss 3D being sold out everywhere here in Europe I'd get it as soon as possible.
There isn't a release date for Europe right now, isn't there? Right now all I see is "Summer 2012". I already managed to play the demo for about 2 hours total so far, can't get enough of the battle system. At least I still have Abyss to keep me busy until then.
