The main purpose of an elestra is for support. Since ice skills are innately weaker than fire skills, leveling them up if you want more damage makes no sense. What the build does get are the skills that would benefit a party the most; that is, the skills that cause freeze.
Therefore, Saurus' fire elestra build yields high freeze rate (usually allowing 1.5x ~ 3x damage) while retaining high damage output with fire skills (but less overall damage compared to seleana). The ice skills are not gotten because they don't do that much damage and you can inflict ice resist debuff through icy shards EX / icy gust (low delay, low CD).
