Kog'Maw is arguably one of the harder scaling ranged carries out there, sporting a very long auto-attack range and on-hit %-HP magic damage, and some light defense shreds. Given the absurd amount of DPS he can pump out late game with items, it would only be natural that he have much power early game.
That's not to say that you can't actually kill people though. He can still poke at a long distance (except Caitlyn). Also, I cherish the moments where I trade kills with them (not FB) because of Icathian Surprise.
