Baby Typhoons.
Totally matches everything - wings are the normal Typhoons, they can still attack, can't break out cause in a shell (also makes it unsafe), high up in the sky.
Only thing missing is that I never imagined those maps as cold, but that can easy be counter-argued by saying it's cold for an undeveloped being inside its shell that can form thoughts.

DAM YOU I didn't even read your post when I came up with that conclusion.
Oh and people dont normaly walk past that map
So instead ill say either nest golems(doubt it) or slygies brb looking at hidden street
