That doesn't really matter.
That flag will only stop you from holding two level 10 rings, but it won't stop you from wearing a 9 and a 10.
They have to have special code that runs every time you try to equip any evo III ring, and checks if you're already wearing any kind of evo III ring.
Whether that code is already in place or not, we can't know yet.
