He's a high risk, high reward champion. His jungle time isn't the best like udyr or skarner and he has to get good ganks off to carry the game. That 2% is going to hurt a lot late game, where he isn't as good as early game. If anything udyr needed the nerfs, not lee.
Udyr is so strong right now with the right runes and masteries. So fast. Ganks so easy to pull off and usually gets kills.
