Yeah, if he can wait Ivy is around the corner. If not, for video production a 2600k is the way to go.
He could benefit from the extra RAM, but the voltages on the mushkin aren't really within the recommended range for Sandy Bridge processors.
I would go with http://www.newegg.com/Product/Product.as...6820233203 if you were set on the 16 GB. 8 is future proof enough, but if you do a LOT of editing and such, 16 GB will help. The CAS timings are also lower, but real benefit is negligible.
