I doubt it.
If you look at the status page, you can see that each channel crashed at the same second of the minute every time, with a specified interval of minutes in between crashes that is mostly constant.
I see no reason why a hacker would need to, or even be able to crash the server exactly 3 minutes apart from the previous crash.

Uh, no. It's Eos' program that's checking channels every 3 minutes.
