Why would Nexon want to prevent people from making characters for linked skills?
Only reason I see is to make people rush to make a class, and maybe even forcing them to buy character slots if they didn't get them before... After time has passed, when they re-release, it could bring new/old people back.
Letting them the way they are does nothing, anyway, so there's nothing to loose there.
