The monsters eligible for clicking have a floating button above their head that says "Click!", if somebody else has gotten to it beforehand then you can't click it, i think they become clickable again after 10 minutes though. Just keep changing channels and looking for the monsters in undervisited towns. I gathered 21 very easily in Magatia, i imagine the Aquarium is a good place too
