Unless it has a passive + active for 60% ignore def, but I'm pretty sure the ignore def only works when bind is used on the monster.

You're ignoring the fact of the 1.15x damage when there's a status on a monster.
Even if the ignore PDR wasn't working, the numbers do not fit.
