As opposed to his last manga where it dragged on for 36 volumes? A fast unpredictable pace isn't bad. It's practically unheard of in mainstream shonen manga. It keeps things interesting. Burning through ideas is only bad if the author runs out. (coughKUBOhack)
Also of course the main characters have new/strengthened powers. The training wouldn't have mattered otherwise.
