I think that would cause way too much openings for possible exploits, glitches, etc.. The system they use already is glitchy enough.

If it's a mule whose entire purpose was to buy some rare equip in Scania and bring it to Demethos, then yes, you wouldn't buy the transfer until you had the item, and you wouldn't touch the mule afterwards until it was moved.
However, if it's your main you're moving from Scania to Demethos, it's a bit harder to not do anything with it for a month.
I have transferred my main before.. And i did exactly that. well.. I still played my character but prepared it before i logged off each night. Even through i didn't do a lot for reasons i'd rather not disclose.
