I don't think Nexon even understands the use of world transfers as a shopping tool, hence the problem. Paranoid as I am, I would not fiddle with a char ment to be transfered, nor would I buy a ticket in advance if I planned on playing around in the server I was moving from. Good rule of thumb maybe.
