While it's true there are people who just won't get it, that won't change if Riot handles it in any other logical method anyway. I was pretty skeptical of the Tribunal when it was first announced, but it's proven it's worth by now I think.
Would be nice if the number of reformers was higher, but it could be wishful thinking xD
Also, while Riot did a good job of engineering the system and they're the ones handing out bans, ultimately it is community-driven. It may not be long until repeated uses of "GG noobs" and nothing more will result in punishment.
