Hmm, actually that's a pretty good question lol
Either have the correct champ to face him, or just wait it out until late game. I can't see a DPS Shen being as effective as a tanky Shen, outside of his ult. However, make sure you don't give him the opportunity to split-push your lanes to oblivion. Try to force fights if you can to stop him from split-pushing.
On another tangent, how many champs can shield and heal themselves as regular skills? Shen and Skarnerssss for sure, but who else?
