Base STR (eg. scrolled onto gear) does multiply with percent STR, though. for example, my DrK has +133 STR from gear, +60 from Dragon Strength, +15 from Pirate, and +30 from Physical Training, for a total of +238 STR.
On a base of 703 STR, that's a 34% increase in STR, 19% of it from gear. Which multiplies with potential - 56% str on 941 = 526 extra str. Which makes my total STR 1467, or pretty much 108% of base.
