Or if you take the Q in the face, you still have that 4-8 seconds to last-hit. BUT if you bait his Q somehow while he's denying you farm, fine, he loses mana, you lose a couple last-hits. At least you'll stay in lane a bit longer. However, to consistently do this at mid-high elo isn't an easy feat, and unless you push him hard or you're an early game anti-mage assassin (aka LeBlanc), you're going to lose anyways.
To cause the worst case scenario for Xerath is to push him at his tower and force him to lose last-hits (this is prone to ganks unfortunately). As someone mentioned earlier, Morgana can be good against Xerath.
