Xerath Can also Lose farm/health because any poker can do the same to him, use their skill when hes about to Last hit, xerath isnt the only one who can do that. Like i told before, you are just talking about the strategy of any Mid with a Poke and xerath isnt the only one.

Unless the opposition is helping himself to early survivability or has an innate sustain, you can drain his HP by punishing his efforts at farming pre-6 and push him out of lane.
Thats why i said that lack of mana its the worst case scenario, there is still the case where you can bait his Q and you will have 4-8secs to last hit.
