This applies to many (all) AP characters that use Mana as a resource... The fact that you can go trigger happy with your skills not giving a crap about mana its a huge advantage.
Also Xerath sucks pre lvl 6 (Unless you manage to land all your pokes), more that 50% of the damage comes from the ult
