I honestly just kind of go with whatever is feeling right that game. I always start the jungle with cloth and 5 pots, then move into boots and rush a catalyst, because the catalyst helps so much in the jungle and being able to gank. Rod is always my first huge item on Singed, regardless of lane or jungle, so rush that. Aside from that, I get a frozen heart like first because of the 500 mana, which also adds to my health on top of the cdr and high armor. Rylai's is insane on him if you're doing good, but some other items would be the sunfire cape, banshee's or Force of Nature.
