I think it's justified the first 2 years, after that you're right it should be tailored. HOWEVER that's just justifying the purpose of it. Other than that no, it's kind of unreasonable I pay more than the blonde who blew up her car.

Oh and how do you become an eligble voter? You get a drivers license. Lastly the term you're looking for is STRICT PHOTO ID. Nearly 30 states have ID, that fit your criteria, 8 of which are much stricter that fit my criteria.
