They either do not know how, know how but cannot get the higher ups to approve the changes, or they (in this case, the game's programmers in Korea) know that it is literally impossible to secure a game coded as badly as this one is. At this point it's probably looking more akin to a 40 year old wool knitted blanket that has belonged to several generations of kids; held together literally by strings. Perhaps "threads" would be a better analogy, dohoho.
