That's not what she meant at all! Either she meant a peace talk ordeal or a conference in how to deal with said basterd who is trying to raep her. They couldn't do anything to her, so Black Magician just ordered the Sadistic Sisters (Orchid and Lotus) to kill the Empress, not realizing such an action might cause him unwanted and unneeded harm due to the island's defense mechanism when their Empress goes boom.
She dies, Ereve activates Mourning Sorrow Doom Cannon, Black Mage is hit for over 9000 damage and has to spend the rest of the war running with his tail between his legs, destroying everything he passes along the way.
