You are doing it right then. Condemn must NEVER be used to harrass, the Mana cost and CD its way too frigging high for that and in low levels using condemn once or twice will practically leave you without much mana to go (Its rage worthy when you are level 6 and dont have mana for using your ult after a condemn D
. If you want to harrass AA or Smart Tumbles shall suffice (And with smart i mean not to use it everysecond you see its off CD, learned that lesson the hard way)
