Viper (Buccaneer) hunting post-Justice

The only thing cannoneers have on them is mobility, ease of access to their skills and buffs, summons, and survivability. Buccs have the party support. Buccs have the damage buffs. Buccs have the PDR ignore. It's not so badly balanced in my opinion. It would be less so if cannoneers didn't get so randomly nerfed for no reason, but meh.
