It's the only spell like it in the game: A taunt that does damage upon casting, and fox receives no incoming damage for using it.
There is no reason for it's duration to scale all the way up to 2 seconds, it will likely be flatlined with a higher start duration and lower end duration for each rank respectively.
Let's not get started on charm's 975 range either, shen is probably rolling over in his grave right now.
Yes she will get nerfed in the upcoming patch I can tell this just by reading her skill info.

While Fear will send your target into kind of a "I go where I want * the police" sort of thing, they generally don't move far, and half the time they'll basically walk towards you or in a useful direction anyway.

Pulled to your team, knocked up into the air so you couldn't act.
CC like it: Skarner Ult
Skarner can't slap you around much during it, but the drag range is farther & faster.
CC like it: Sona Ult

Close Enough Tier: Rammus
Not like rammus takes less damage than his target if he taunts the right target. Go thornmail gooooo.
I really don't see it as a huge issue, while there is no exact carbon copy of Charm, there's plenty like it to where it's not exactly a gamebreaking new mechanic or anything.
