For example, I found an Advanced Defense Pill III recipe, so with 3 Rosemary Seed Oils and 1 Steel Plate I get the exp for 7 actions (1 for making the potion, 1 to make it advanced, 5 for making them pills). All other items can be bought at the NPC.
Regular Defense Pill recipes can be bought from the Alchemy Recipe NPC, which saves you the time of hunting if you don't want to go the Advanced route.
This is probably the best way to level Alchemy that requires the least resources.
