It's not like we have options, really. Even by your relative definition, a good build serves to better the training process, which is a matter of how much damage the character deals to how many mobs in how much/little time. If there were 1 vs 1 training style in MS in addition to 1 vs many (or possibly more ways to level up beside mindless grinding), I'd agree with you at the drop of a hat.
By definition there must be a "best build" since there are good builds and bad builds. Since some builds are better than others, there must be a best build out of the ones that exist. That's good logic.
However, the best build is not a generic one-size-fits-all but very dependent upon the situation. The Phantom's flexibility is much more than any other class in the game, and it would be stupid to not abuse this feature to its full extent by advocating a static build as the best.
