No. This is the part where they bring the servers on and do "sanity checks" on them, which means quick testing that various features still work as intended. This isn't serious testing and isn't meant to find new bugs, it's just meant to make sure something huge didn't break in installing the new version on live data.
If everything goes as expected, the login servers will be brought up on time.
If they do discover something broken... this is about when they start with the extensions.
