That would work if Riot did it right. Problem is if they mess it up the fine-tuning then it'll be a dead item. ('actual') Tanks don't want it either way and if it's too expensive for the AD nobody else will buy it, which granted I'd be fine with, but it still would technically be an issue. They could not budge it's scaling, but give it a hardcap on just how much AD you can gain, which would probably work too.
I really want to go find that riotpost where the dev basically just says "atmas and vlad were both incredibly bad ideas, we're sorry they're are in the game".
Also come to think of it, is Shen in badland currently? I rarely see anybody play him, and when he' picked any pubs in the vicinity whine about it.

OP means overpowered, which was arguable with just how bad he was at, well, everything else. There's a difference between OP and Broken. Denyplank had a mechanic that shouldn't have been setup as it should, and it caused gameplay issues. It's like a textbook case of being Broken is.
