Difference of 200 HP..definitely not. Frozen Mallet gives 700 HP and a completely unfarmed Warmogs gives 920 HP. A fully stacked Warmogs gives 1,370.
By going Fratma's instead of Atmog's, you're losing out on a potential 670 health and some mediocre HP5 in exchange for about 6.6 more AD and the slowing effect.
