1. All exp gained goes into it. It's less of an exp counter than it is just tossing a fixed-exp potion at you when you hit 30 and 70.
2. Depends on the class, I'd think. Some would benefit more from getting those early skill points, others from just zipping past a bad training gap.
3. Honestly, no idea. Only got one so far for ranking a profession and I didn't notice anything happen aside from the obvious, that being a notice saying I got a trophy.
As for all this exp potion chatter, basically, you can use them on the character that makes it, but if you want to transfer it, they can't get taken out of storage by the three new classes that can create a new potion by instantly jumping to 30/70.
Not even by the character that put them into storage in the first place.
