He didn't explain it well. It's not a quest for a dungeon, it's that quests come to you. You can be just walking around and you'll get a pop up that says "event nearby" and see some pirates attacking a village in the distance. You can choose to save them (get lootz n stuff) or ignore it and they get taken over.
