I reckon this is just my personal opinion, but I still want to say this. Leona can be a great support if you're winning your lane, but otherwise she sucks compared to the other options. She has to get out there exposing herself to be of any use and she can't help her teammate escape as easily without getting a ton of damage coming her way too as well as alistar or Taric could for example. Not to mention that alistar and taric can also heal. She has a powerful level 6 combo but by then it's usually too late or the other support has gotten his already too. That stun can easily be countered by a janna ulti or a sona ulti. She can help a lot in friendly jungler ganks but bottom is usually warded everywhere so good luck without a nocturne or shaco or something.
TL;DR: She doesn't work in losing/passive lanes as well as any other support and she's the same with other offensive supports like Taric or Alistar in an offensive lane.
Also to that akali sucks comment: they all have hp/magic resist items and 2 carry exhaust. I would say that Shaco did a lot worse.
