Every month they give 2 keys to each player who currently have dota 2 and they can give them to whoever they like. So it will become bigger over time, they dont want to invite a ton of people because that can lead to lack of servers.
Yeah, they just added like 5000 servers a couple of days ago, though. On Reddit someone posted stats showing that the servers were nowhere close to capacity at the moment.
