This is way they trick people into thinking giving out MP is a treat; they really aren't losing anything. I understand how the "we are losing money by doing this" argument works, which is the same argument used against piracy and any number of other things, but when it all comes down to it, if they really made quality improvements to the game that were fair and balanced, they would get the same if not more money coming in if they regularly gave out free stuff. Most people that pirate wouldn't have bothered with the item if it wasn't free anyway; no lost sale. The same logic applies here. All of it adds up to the fact that certain important executives don't -really- understand how the market works, so they are blaming the consumer instead of becoming more competent.
