I know you made specific what you meant, but I'ma say this anyways. Clear time is technically killing everything in your jungle once, which makes your side of the map look devoid of jungle life (except maybe Dragon if you're on the blue team).
Ganking frequently happens before level 6, especially with mana-less and sustainable junglers like Lee Sin.
If you want a comparison on clear times, you might want to browse some resources (google plz). Common comparisons of jungling speed include Olaf and Skarnerssss. Warwick is the classic newbie jungler, in that he's the easiest champion to jungle with (but definitely not the fastest).
