For the same reason that some Paladins use 2H Maces.
You shouldn't expect personal preference to indicate an optimal choice.

Sec, I've got a question. Would shield mastery's 10% guard stack with guardian's guard rate or are they separate values?
52% guard rate would make everything better.

Likely separate values, but, even then, that's a 47.8% guard rate.
