Assuming they're using Flame Charge constantly, it shouldn't matter since they will reactivate the damage over time before the 6 second duration from the last activation wears off. There shouldn't be any situations where this is significant, since monsters where you can't repeatedly activate it on are those that are already dead.
Heroes are pretty well off in single target, but definitely behind compared to mob of Arans because they're bosses.
