It's like asking a person what the best movie of all time is and them responding with "Spider-man" or "X-men". They're not bad movies, but they're a ways off from the best of all time.
If you think Cowboy Bebop sucks, you have no right to judge anime.
I said "I "might" think cowboy beebop sucks, and you might think it's the greatest anime ever" because I was trying to give an example of how what's better than what is only opinion. I've only seen like 4 episodes of cowboy bebop to be honest.
