Well duh. They've been doing revamps long enough to know roughly how much time it would take to finish their plans. If they didn't have some level of confidence in the changes they're making they would have released it in the test server a lot earlier, resulting in more planning time because of all the feedback they would get by having it out longer. Instead they waited till the end of the month when we both know they've been considering these changes for longer than before the poll was up.
They don't do one patch at a time. They balance the first patch with the other patches in mind, which means they have some idea of what they want to do long before it's actually fleshed out. Running out of time is far from the main reason they only did one tespia patch.
