Unless you mean that Lich happens to be on CD and you try to use a skill during that CD and you wont get the proc effect because the lich is in CD then it has nothing to do with what i said.
My logic is, You have both a sheen and a trinity force and ASP to give you 1 attack per sec:
1sec 2sec 3sec 4sec 5sec
Use a skill and got the Trinity Proc / Used the Proc and Trinity enter CD / Use a skill and get Sheen Proc / Used the proc and sheen enters in CD / Repeat
