Good question on the first one. Traditional wisdom would say yes, but I don't know.
The mana bank system is a UNIQUE passive that cannot be stacked by either of the three items. So for example, you buy an Archangel Staff and cap on the mana bonus. That's 1400 extra mana. If you buy another AA, you'll only get 400 mana as expected. However, if you buy a Manamune, you'd only get an extra 350 mana.
As long as you keep one of them in your inventory, you'll retain the mana bonus. However, if don't have any of them in your inventory, you lose your mana bonus and you must start from scratch if you want it back.
Related: item-based on-next-attack bonus damage is UNIQUE and cannot be stacked by Sheen, Trinity Force, or Lich Bane. I think what happens instead if you have two or three of these items is that only the first item procs; literally whichever item is listed first in your inventory.
