Frozen spikes is a great damaging skill so you should pump more of that instead.
You randomly have phoenix and ignite. If you were thinking of pure ice, you wouldn't even have that. Even as a hybrid ice, you wouldn't have ignite and opt for shatter. Shatter in itself is not that great either, but I suppose if you don't have any other DPS skill, that would be a main damage skill.
In my experience, toxic spray is not that great in comparison to our other skills. Unlike mystics, we don't pump up dark% equips. As our equipment gets better, we stack up more element% (ice% in your case) and icy shards EX + frozen spikes + glacial spike end up used more. I believe there's a level threshold or something for toxic spray lasting longer?
You'll also be short a lot of skills to use on the way, waiting for many things to cooldown.
If you really are firm about following about a pure ice build, you should probably talk to kassalijoyxx (or however spell that).

I really want Ignite and Shatter for the novelty, but would it be better DPS to max Fireball instead? And I've been putting SP into Phoenix because it's one of my most useful skills so far, at least in my opinion.
Would it really be better for DPS if I hybrid fire/ice instead of pumping everything into ice? I know I'll need 12 in ice shards for the EX skill, and I was thinking about frozen spikes, but it just seemed weaker to me.
I'll work on a different build, and post that later.
@Kevin, I don't understand why you would go all the way up to Hot Rod and not get Volcanic Vortex. Is it not a good skill?
Here is my "new" build, is Fireball worth maxing if I'm going Ice Witch? I'm going Ice Witch 100% for sure. Is it really better for DPS to have twice as many skills rather than several, maxed skills?
