Do you know anything about testing?
Making it public allows them to create better estimates for how well the content is going to work when there are a ton of people accessing the servers. Probably not the content itself but the server. How will it perform under the load? Does the content still work despite that? Besides, they're testing familiars. There's 600+ of them. You really think making it private and only allowing the tiny ass pool of people they've had for the past 3 or so testing periods is going to get a majority of those familiars tested?
You're acting like they care about EVERY bug. Every single person here knows they don't. Hell anyone who watches the blabber box testers segment knows they have a priority list like any semi-organized game company. Public access more easily fleshes out the extreme major bugs that should never see the light.
Also, why does making it public FURTHER emphasize the point that it's for hype? If anything it would KILL hype, since that's what usually happens a few days into it's release on the official servers. If they didn't allow you to do whatever the hell you want with information from the test server, and then allowed it, i would understand, but that's not the case.
